In the state of Georgia, should I be charging sales tax?

I am currently unemployed and to help make ends meet, I do odd jobs for people. One of these “odd jobs” is making vinyl signs/window lettering. I am not an actual business, meaning I don’t have enough work to justify a business license. It’s more of a hobby but occasionally I will do a sign or lettering for money. My question is this…should I be charging state/local sales tax? Can I legally charge sales tax if I don’t have an actual business? And lastly, do I need to report earnings to IRS?

it doesn’t matter that you don’t think you have an actual business,
when you perform services for people you are a person in a business and file on sch C
if you are not registered with the sales tax agency of your state, you cannot legally charge and collect sales tax
