Company to process security camera video?

Hi, a close friend of me has been assaulted by some criminals and the security surveillance video is too blurry for us to read the license plate where the criminals were.

Do you know any company that can process those videos and try to give us more information about the criminal’s vehicle?

Here on our country we the surveillance company doesn’t have the techonology to do it.

I don’t know of any companies that do this, typically these type of abilities might be built into the systems. Perhaps taking the video to the authorities might help.
