With security cameras you get what you pay for. More upmarket models will have a higher resolution sensor and color (many dome cameras are (B&W). Unlike the cop shows on the TV you can’t add back “unpredictable” detail that isn’t there in the original.
I’m guessing you have security footage from an unmanned camera that shows something happening but not in sufficient detail. Sorry there is probably little you can do, other than be creative in using the information to get witnesses to come forward.

Side point this mean you can sometimes add back predictable information, such as bold alpha digits even if they were recorded at low resolution or very small. It’s possible to predict what letters would generate the pixel formations you see.
