PCI port problem when i try to put the DVR card?

i got a DVR card for my CCTV cameras when i put it in the pci port i get a beep sound something similar to the sound which we get when the ram is not placed properly the computer dosent boot. and my pic port is fully functioning i tried putting a LAN card and it worked well
i have a intel i3 processer
2GB DDR 3 RAM , 500 GB harddisk , i gb graphics card
DVR card was working in core 2 deo
